Community Choice Aggregation (a.k.a. CCA*) is a game-changing local energy model that allows municipalities, townships, and counties to aggregate the electricity demand of their communities. While utilities continue to deliver electricity and maintain grid infrastructure, CCAs take over the energy procurement function by purchasing and/or developing power on behalf of residents and businesses.

These programs have become so popular that participation in active CCA communities typically ranges between 85% and 95%. CCA is now one of the most powerful local policy tools local governments can use to drive energy independence, protect consumers, prioritize competitive pricing, and develop local economic benefits.

*The term “Community Choice Aggregation” is commonly used across the US, however, some states may refer to this model by "Community Choice Electricity", "Community Choice Energy", "Community Power Aggregation", "Community Energy Aggregation", "Local Choice Energy", "Government Energy Aggregation", etc.

According to a recent study by NREL, CCA programs were the fifth largest procurement structure for U.S. voluntary renewable power in 2023 and represented approximately 60% of all U.S. voluntary green power market customers.
